The committee is the mechanism of bureaucracy or even of proto-bureaucracy whereby a limited total of population receive delegated functions of government or administration.

The committee occurs as deliberative assembly that is subordinate to another big deliberative assembly.

Committees, two lasting & ad hoc, come out each witharound representative democracies & in non-democratic structures. It can bear titles like "Commission", "Board", "Presidium", "Commissariat", "Politburo" or even "Council".
